Yuru-chara is characters for promotion of private companies or governmental organizations. Many governmental offices have their own characters such as "Pipo-kun" of Metropolitan police, "Custom-kun" of Custom Office, "Saiban-inko" of the Prosecutor's office of Kyushu district.
For people who have never lived in japan, you'll never understand how stylized characters permeate every fabric of japanese life!
The industry is so big that the "yuru-chara" festival was held last October in Hikone-city (check out this video)
